What are the obligations of the landlords?

Absolutely not. They need to repair or replace the refer. However i`m concerned about the covering of the air intake as this could cause it to over heat and make it go out faster and you would be held liable for the refer.
Yes! They legally must get it fixed. Send them a certified letter stating that it needs to e fixed. That way you have proof they know about it. They then have 30 days to get it taken care of. You can then have a licensed repair man fix it and take only take that amount off the rent. Be sure to give them a copy of the receipt.
You don’t say what state your in but this is legal in most states.
Does your lease state that a refrigerator is included in that apartment? Mine says that a refrigerator/stove of my choosing is provided as a courtesy to my tenant, but that I am under no obligation to repair/replace it if it breaks. I do, not as a legal obligation, but as a courtesy.
